This is the absolute MINIMUM strength that Goku's base form has, this is the lowest possible lowball that you can make Goku's base form at. So if Goku became 100x stronger, this would mean that Goku's base form is universal. Goku would have to have become a minimum of 100x stronger to only be able to match a much weaker Black's base form (even though we know this number is far higher and both Goku + Vegeta were far stronger than a far more powerful Black, but like I said, Undeniable numbers) If they weren't equal here, Goku and Vegeta were certainly equal when the T.O.P started). Vegeta trains to the point where he's able to manhandle this powered up Black (with goku and vegeta being pegged as relatively equal during the whole anime). Goku Black receives numerous power-ups during the arc but we're going to ignore those since we can't quantify how large they were (going for indisputable numbers here) When Goku has his fight with Black, he needs to use SSJ2 to match Black's base form (since SSJ2 is a 100x base multiplier, this makes Black's base form 100x Stonger than Goku's base) We're now going to skip all the way to the Goku black arc (discounting all of Goku's training with Whis, His training with Vegeta in the room of spirit in time + all his fights up until this point) When Goku loses his god powers, his SSJ form is equal to that of his SSG form (making post BoG SSJ goku 50% universal/ 1% universal in his base form) Since this is a minimum calc we're going to use the latter so there's no room for argument. Some people argue over if this makes SSG Goku in the BoG arc universal or 50% universal.
